Housing Services Division State of Maryland Rehabilitation Programs Funds made available through the State of Maryland's Special Loans Program are administered by Allegany County for the renovation of or repair of owner occupied houses or rental properties with 1-4 units. Allegany County processes loans under the following programs when financing for such projects are not available.
Maryland Housing Rehabilitation Program (MHRP)
This program provides funds to rehabilitate properties in accordance with applicable building codes and standards. Priority is given for
*Habitable floor area must not exceed the percentage (acceptable to the department) of the habitable floor area of the existing property to which the unit is added. A sliding scale of interest rates is available from 0%-7% for low and moderate income families, based on a total annual income. The maximum loan term is 20 years.

Special Targeted Area Rehabilitation Program (STAR)
STAR addresses the needs of very low income residents who due to credit or other problems are not generally qualified for other State of Maryland programs.
STAR financing is 100% deferred and repayable only upon refinancing; sale or transfer of the property without prior consent of the State of Maryland. No interest is charged if and when repayment is required.
