25th Consecutive National Award for Allegany County Finance Department

The Allegany County Finance Department is a national award winner for 25 consecutive years - - - The Certificate of Achievement for Excellence in Financial Reporting. This is the highest form of recognition in the area of governmental accounting and financial reporting. Its attainment represents a significant accomplishment by a government and its management. This prestigious award was given by the Government Finance Officers Association of the United States and Canada (GFOA). The Finance Department was recognized for Allegany County’s Comprehensive Annual Financial Report (CAFR) for the fiscal year ended on June 30, 2015.

Allegany County’s CAFR was reviewed by selected members of the GFOA professional staff and the GFOA Special Review Committee. This has individuals with expertise in public sector financial reporting and includes financial statement preparers, independent auditors, academics, and other finance professionals.

Allegany County’s award-winning CAFR was judged by this impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

Allegany County is in the 50,000 - 99,999 population category. Here, 29 percent of counties were awarded The Certificate of Achievement for Excellence in Financial Reporting in this award cycle. NOTE: Allegany County’s 2010 population was 75,087 according to the Maryland Department of Commerce.

The Allegany County Commissioners, Jacob C. Shade, Creade V. Brodie, Jr., and William R. Valentine, commended and congratulated Jason M. Bennett, CPA, Director of Finance, and Pamela S. Diaz, CPA, Assistant Director of Finance, for this impressive achievement.

Commissioner Shade commented: “Bennett and Diaz are exceptional financial professionals. They capably manage important, complex and extensive

responsibilities.  Allegany County’s citizens and stakeholders are well served by the Allegany County Finance Department.” Bennett acknowledged the on-going contributions of all members of the department. He credited Diaz as “the key individual responsible for the selection this highly respected national award.”

Bennett and Diaz together have 25 years of service in the Allegany County Finance Department. Bennett joined in November 2003 and became the Director of Finance in May 2011. Diaz was hired in February 2006 and has served as the Assistant Director of Finance since July 2013.
